INTRODUCTION

Climate change presents complex challenges that require coordinated, community-driven solutions. Community leaders with support from collaboration networks are uniquely positioned to bridge the gap between cutting-edge climate science and real-world community action. This toolkit provides a structured, adaptable framework to help strengthen collaboration and partnership development while facilitating community-centric climate planning. This resilience action planning guide is designed as a practical, fill-in-the-blank workbook to help communities move from ideas to implementation. It is intended for community leaders, local government staff, nonprofit organizations, and engaged residents working to strengthen community resilience. The guide provides a structured process for identifying priorities, setting goals, and outlining clear actions. The planning process can be led by internal community teams or facilitated in partnership with external organizations, including Cooperative Extension professionals, when communities choose to engage them as partners, to ensure locally relevant and actionable outcomes.

This guide is designed to be both a useful and easy to use resource broadly applicable to all communities nationally and a customizable working document that can be fully tailored to local environmental, political, and social conditions. It contains:

  • National-Level Best Practices: General guidance and templates for engaging communities, forming partnerships, and fostering meaningful climate action discussions.
  • Local Customization Framework: Community leaders can use a “fill-in-the-blank” section to develop county-, region-, and/or state-specific strategies and outreach to local climate challenges, key stakeholders, and community needs.
  • Implementation Roadmap: Strategies for rollout, refinement, reporting, and evaluation.

PURPOSE

This guide equips community leaders and their partners to design and advance climate resilience efforts rooted in local priorities, relationships, and multiple forms of knowledge.

HOW TO USE THIS GUIDE

This guide is designed to help communities move from understanding local resilience challenges to building partnerships, identifying priorities, developing strategies, and taking action. It is organized as a sequence of 11 interconnected modules, with each module building on the previous one. Communities are encouraged to begin with the first module and work through the guide in order to develop a comprehensive resilience plan. However, the guide is also designed to be flexible: communities that are already engaged in resilience planning can begin with the module or topic that best addresses their current needs and return to earlier modules as needed.

The process should remain community-centered and locally driven. Community leaders and partners determine the priorities, participants, and desired outcomes, while Cooperative Extension and other partners may provide facilitation, research connections, technical expertise, and capacity-building support when requested. The worksheets, discussion prompts, and planning tools can be adapted to reflect local environmental, political, cultural, and social conditions.

For communities starting a new resilience planning process:
Begin with Module 1: Community Network Mapping and work through the modules sequentially. The process is designed to build relationships and shared understanding before moving into priority setting and action planning.

For communities with existing resilience efforts:
Review the module descriptions and select the sections that address your current needs. You may use individual modules as stand-alone tools while returning to earlier modules when additional engagement, information, or partnership development is needed.

For facilitators and Extension professionals:
Use the modules as a framework to guide community conversations, strengthen partnerships, connect communities with relevant expertise and resources, and support locally identified priorities. The guide is intended to support facilitation—not prescribe a single approach to community resilience.
